לאחר מאורעות תרפ"א הגיעו שלטונות המנדט הבריטי למסקנה כי כוח המשטרה הקיים אינו יכול לבצע משימות של שמירה על השלום ומניעת מהומות. ביולי 1921 הוקמה "המשטרה המעולה" שכונתה גם "הז'נדרמריה הפלשתינאית", שאליה גויסו בני הארץ בפיקוד בריטי. בשנת 1922 הוקם כוח דומה בשם "הז'נדרמריה הבריטית" שכלל כשמונה מאות שוטרים בריטים, ותיקי כוח השיטור המלכותי של אירלנד (Royal Irish Constabulary). הכוחות הועסקו ככוח למניעת מהומות, ובמלחמה בכנופיות של שודדים שעדיין פעלו בארץ. פעולתם הצליחה, ולקראת סוף תקופת כהונתו של הרברט סמואל כנציב עליון, ניתן היה לחוש ברגיעה יחסית למצב שלפני הפעלת הז'נדרמריות. יורשו של סמואל, הרברט פלומר, פירק את שתי הז'נדרמריות בשנת 1926
