המכא"ם הוקמה בשנת 1991 על פי מקורות מסוימים, יסודותיה הונחו כבר לאחר מלחמת לבנון הראשונה כחלק מלקחי הלחימה והצורך בתיאום בין היחידות המיוחדות למערך הטיסה
ייעודה המרכזי של המכא"ם היה לשמש כגוף מטה מקצועי המנחה את היחידות המיוחדות של חיל האוויר שלדג, 669 ויה"ק. בניגוד לכנף 7 שהיא גוף מבצעי, המכא"ם התמקדה בעיקר ב:
- בניין הכוח: ריכוז תחום ההכשרות, פיתוח תורות לחימה (תו"ל) ייעודיות ללוחמה קרקעית בשירות חיל האוויר, ורכש אמצעי לחימה מיוחדים.
- תיאום מקצועי: יצירת שפה משותפת בין היחידות המיוחדות לבין טייסות המסוקים והתובלה של החיל.
- שליטה ובקרה: מתן ייעוץ מקצועי למפקד חיל האוויר בנוגע להפעלת הכוחות המיוחדים במבצעים מורכבים.
