מאפייני הארגון והפעילות בארץ
- מודל בריטי מקומי: השלטון המנדטורי הקים מרכז ארצי בירושלים ומרכזים מקומיים בערים הגדולות (חיפה, תל אביב ויפו), אשר הוכפפו למפקדי המחוזות. הארגון גייס אזרחים מן היישוב, חלקם בהתנדבות וחלקם בשכר חלקי.
